Can't tell you anything about TESOL, since I don't gots it. XD
I believe that JET is changing the rules so that you CAN do private tuition (there are a lot of changes going on right now). And to tell you the truth, my Board of Education has asked its JETs to teach an adult conversation class on the side for years. Technically not allowed, but fully sanctioned by my town. I'm sure there are plenty of other JETs who do a bit of tuition on the side.
