frankly, both seem really weird. O_o the eyebrows wins by a hair *coughs* because i suppose there MIGHT be some sort of reason for the teacher to do that (disciplinary?) but... i don't like the idea of shaved eyebrows to begin with, and on the train...
I once met a (probably) drunk/high guy on a bus who kept saying one line in French to me. He then claimed (in English) to speak French fluently even though his accent was pretty bad, and he never responded to any of the things I said to him in French. I think he claimed to speak Russian too.
I...guess the teacher might have had a reason, but if you think about it, it's actually more "reasonable" to shave your eyebrows on the train. Saves time!
I don't mind shaved eyebrows too much except when they shave the WHOLE THING off. Some of my junior high students do it, and it just looks terrible and evil. And they can't wear any makeup at school, so it's not like they paint it in...it's just a big gaping hole in their face.
