I think the problem with Usagi's development (or lack thereof) is that the creators were trying to make her into someone the viewers could relate with (dopey schoolgirl) while also making her out to be what every girl wants to be: a dignified fairy-tale princess who rules the world with an iron fist. I suppose her Sailor Moon persona is supposed to be a bridge between those two extremes, since she does show backbone and grace when she's fighting evil, but you're right that her personality does a total one-eighty.
